I must admit I read about this yesterday. It's so horrific and so sad.
As has already been said any dog can turn at any point. Charlie (our Lab) is brilliant with Cerys I can't fault him at all but I will still never leave them in the room alone together.
I know of two rotties that are walked where I walk Charlie and they are brilliant, often stop and chat to the owner and the rotties and Charlie play for a bit. It depends on how you train them. He is so strict with them but they are also part of his family and not guard dogs. If they were trained as guard dogs then they would be potentially lethal, which looks like what happened in this case.
I have also been told by a Rottie owner as well that one of the main problems with them is that during the hot weather their brains swell up and so that can be when problems occur, esp if not trained properly.
I'm def trying to teach Cerys even at this young age that as much as she plays with Charlie (she even throws his ball for him in the garden and asks him to drop it LOL) she has to have respect for all dogs.
